Present: Bill Ketchum, Gary Trelstad, Cathy Skogen, Paul Blaisdell, Lee Mattson, Mark Barwald, AJ Gengler, Jeremy Dostal and Kathy Freeman

The City Council approved the following items:

• Agenda and consent agenda to include: January 22, 2024 City Council Minutes, Payment of Bills, Marshall Airport Entitlements Transfer; Dodger 56 Tax Increment District; Public Hearing Set on Facilities Plan; American Legion Temporary Liquor License and Resolution 2024-009 A Resolution Appointing Election Judges for Upcoming Presidential Primary;

• Ordinance 160, Second Series – An Ordinance Amending City Code Chapter 6 Regarding Building Permit Fees;

• The hiring of 5 new volunteers at Ambulance Services;

• Ambulance Services Contract with West Concord;

• Purchase of a new radio and stair chair for Ambulance Services with monies donated to Ambulance Services;

• Hire of applicant for Fire Department pending background check;

• Public Hearing set for March 11, 2024 on the Permitted Encroachment Ordinance;

• Amended job description for the Community Development Specialist and Community Development Technician and the salary range for the Specialist position;

• Hiring of Karla Tate as 2024 seasonal City gardener at a rate of $17.51/hour;

• American Legion’s request to hold a raffle on April 13, 2024;

• Taft Engagement Letter for DCA EMS Special Taxing District;

• Hire of Rachel Jensen as Assistant Manager at Aquatic Center for the 2024 season at a salary of $20.50/hour;

• Hiring and payment of fireworks company for Dodger Days event.
